Try a Gulp jerkbait or a DOA paddletail if your sightfishing. Something about a clear gold DOA paddletail falling infront of them that they really like. The Gulp jerkbait is deadly too.

I fish the pine island sound/charlotte harbor a lot. And i have had the same run in as you described, they are there you can see them but they wont eat. I tried all kinds of lures and found that the Zoom super fluke in the lemon shad color works great fished slowly. use no weight just a gamakatsu super wire 3ot hook texas rigged and let it glide slowly on the grass. And i have had good luck on a top dog jr all white with gold sides. walk the dog slowly on that and BAM! Hope this helps. Have you also tried live bait on the incoming tide?
