You might want to think it out moving those lights to the console, they may blind you at night.

Late to this party - but I used to be a navigator in the USN and I am sure the regs have changed, but I am pretty sure FlatsKracker has it right.

Stern light does not have to be above the poling platform, just visible in the 135° arc centered aft as he described.

The starboard and port lights can be separated and do not have to be at the bow, just as he said. They can be combined and if combined they should be as close to the centerline as practical - but they do not have to be combined.

Only reservation with putting them on the console is to be sure that passengers or gear do not obstruct the lights from other vessels' view.

The anchor light (if required) is not the same as the stern light and should be visible for 360° and does not have to be at the highest point - just unobstructed. I am not certain when you need an anchor light; in some anchorages they are not required, but I would use one anytime I did not want to be run over by another boat. And I am not sure if you can substitute as 360° anchor light for a stern light - I doubt it as I think the idea is that only for a small degree or two should you be able to see the white stern light and one of the colored side lights and therefore have a better idea of which direction the boat/ship is moving.

Same idea with the side lights - for only a degree or so should you be able to see both red and green lights and then you know the other vessel is aimed dead at you and you better move.

And I think Rangerexec is correct - a kayak or canoe only needs a flash light or a 360° anchor type light used whenever there is other traffic nearby.
