Along with the rally in Washington on February 24, this is the most effective way we have of demonstrating to Congress, and the White House, that our federal fisheries policies are sadly off course and in need of a massive correction. &lt;br&gt;&lt;br&gt;We are doing very well with the petition in the Northeast and Florida, but need to continue to get the word out, particularly on the West and Gulf Coasts and in the other Southeastern states. And we'd especially like to have more seafood sellers and restaurateurs represented. Lakeland, FL  33811) on Saturday, February 6, 2010.  This year we have an even bigger lineup than last year, as well as some different booth vendors.  Like last year, we will be selling hamburgers, hot dogs and sodas, with ALL proceeds going to CCA (Coastal Conservation Association).  We will also be selling chicken wings courtesy of Pinch-a-Penny Pools/Spas and their Big Green Egg Cookers, again with proceeds going to CCA. This is a fisheries disaster that is 40 years in the making, and yet this Council has been tasked with fixing it in just two years. The federal government has conducted exactly one full, modern stock assessment on South Atlantic red snapper, leaving this Council with few options to find a way out of this unprecedented mess, and no one is happy with any of the options currently before us. That is unfair to the members of this Council, to the fishery and to the angling public.&lt;SPAN style="mso-spacerun: yes"&gt;  &lt;/SPAN&gt;Seldom if ever have we seen a more neglected fishery than South Atlantic red snapper. As CCA’s general counsel said recently, if a corporation was managing this fishery, we would recommend that the entire management team, and especially the CEO, be fired.&lt;/FONT&gt;&lt;/SPAN&gt;&lt;/P&gt;&lt;u2:p&gt;&lt;/u2:p&gt;&lt;P class=MsoNormal style="MARGIN: 0in 0in 10pt"&gt;&lt;FONT size=3&gt;&lt;FONT color=#000000&gt;&lt;FONT face="Times New Roman"&gt;&lt;SPAN style="mso-bidi-font-weight: bold"&gt;It remains CCA’s position that the current red snapper stock assessment be &lt;/SPAN&gt;reviewed again by a panel of stock assessment experts.  We are well aware the assessment has been peer reviewed through the SEDAR process and judged to be the best available science, and that the Council's SSC has concurred in that finding.  However, in this special instance where the potential economic ramifications are so severe, we believe there must be another review of the assessment to make sure we are indeed using the best available science.   &lt;o:p&gt;&lt;/o:p&gt;&lt;/FONT&gt;&lt;/FONT&gt;&lt;/FONT&gt;&lt;/P&gt;&lt;P class=MsoNormal style="MARGIN: 0in 0in 10pt"&gt;&lt;u2:p&gt;&lt;/u2:p&gt;&lt;FONT size=3&gt;&lt;FONT color=#000000&gt;&lt;FONT face="Times New Roman"&gt;If further review indicates less stringent management measures could be implemented to end overfishing and meet the rebuilding target, that would be a simple matter within the current amendment process and would help ameliorate some of the impacts being encountered by anglers in this fishery.&lt;o:p&gt;&lt;/o:p&gt;&lt;/FONT&gt;&lt;/FONT&gt;&lt;/FONT&gt;&lt;/P&gt;&lt;P class=MsoNormal style="MARGIN: 0in 0in 10pt"&gt;&lt;u2:p&gt;&lt;/u2:p&gt;&lt;FONT size=3&gt;&lt;FONT color=#000000&gt;&lt;FONT face="Times New Roman"&gt;We would like to draw special attention to the mention of the need for fishery independent surveys in this fishery. CCA views fishery independent data as critical to the establishment of a better assessment process that is not solely dependent on recreational and commercial catch for data.&lt;SPAN style="mso-spacerun: yes"&gt;  &lt;/SPAN&gt;CCA commends the Council for identifying the need for such surveys in the future. We encourage the adoption of such survey methods as quickly as possible.&lt;o:p&gt;&lt;/o:p&gt;&lt;/FONT&gt;&lt;/FONT&gt;&lt;/FONT&gt;&lt;/P&gt;&lt;P class=MsoNormal style="MARGIN: 0in 0in 10pt"&gt;&lt;u2:p&gt;&lt;/u2:p&gt;&lt;FONT size=3&gt;&lt;FONT color=#000000&gt;&lt;FONT face="Times New Roman"&gt;In closing, CCA is fully aware of the tenets of the Magnuson Act that are forcing this issue, yet we do not believe that closing down fishery after fishery for recreational anglers was what Congress had in mind when it reauthorized the Magnuson-Stevens Act in 2006. Amendment 29 gives away a majority share&lt;/FONT&gt;&lt;SPAN style="COLOR: #7030a0"&gt; &lt;/SPAN&gt;&lt;FONT color=#000000&gt;of Gulf grouper to the commercial fishing industry through a catch share program.&lt;o:p&gt;&lt;/o:p&gt;&lt;/FONT&gt;&lt;/FONT&gt;&lt;/FONT&gt;&lt;/P&gt;&lt;P class=MsoNormal style="MARGIN: 5pt 0in; TEXT-INDENT: 0.25in"&gt;&lt;FONT size=3&gt;&lt;FONT color=#000000&gt;&lt;FONT face="Times New Roman"&gt;“CCA has stated from the beginning that this management action is fundamentally flawed,” said Chester Brewer, chairman of the CCA National Government Relations Committee. “In moving forward with Amendment 29, the federal government has disregarded multiple provisions in the Magnuson Stevens Act designed to govern the impacts of such action on other participants in the fishery. The only ones considered in this amendment are the commercial fishermen.”&lt;o:p&gt;&lt;/o:p&gt;&lt;/FONT&gt;&lt;/FONT&gt;&lt;/FONT&gt;&lt;/P&gt;&lt;P class=MsoNormal style="MARGIN: 5pt 0in; TEXT-INDENT: 0.25in"&gt;&lt;FONT size=3&gt;&lt;FONT face="Times New Roman"&gt;&lt;SPAN style="COLOR: black"&gt;Catch share systems bestow a percentage of a public fishery resource to a select group of commercial fishermen, based on their catch history, to harvest for their own personal gain. The commercial entities pay nothing back to the public for the permanent property right to harvest a public resource, but catch share systems are nonetheless being emphasized in federal fisheries as a way to &lt;/SPAN&gt;&lt;SPAN style="COLOR: #231f20"&gt;reduce overcapacity and improve economic efficiency in the commercial sector. CCA has contended that &lt;/SPAN&gt;&lt;FONT color=#000000&gt;in fisheries where there is a large and growing recreational sector, exclusive fishing rights proposals maximize benefits to the commercial fishing industry while ignoring the participation and beneficial economic impacts of recreational fishing.&lt;o:p&gt;&lt;/o:p&gt;&lt;/FONT&gt;&lt;/FONT&gt;&lt;/FONT&gt;&lt;/P&gt;&lt;P class=MsoNormal style="MARGIN: 5pt 0in; TEXT-INDENT: 0.25in"&gt;&lt;FONT size=3&gt;&lt;FONT color=#000000&gt;&lt;FONT face="Times New Roman"&gt;“In more than 30 years of practice in fisheries law, I have not seen a more arbitrary action than this one,” said Robert G. Hayes, CCA general counsel. My five grandsons, ages 13 through 19, and I have an interest in inshore fishing with artificials for reds, trout, flounder, snook and sheepshead.  I would like to help set them up with rods, reels and tackle without breaking my limited bank account.  We have a couple of Dick's Sporting Goods stores in Jax where I do most of my shopping for fishing gear.&lt;/P&gt;&lt;P&gt;My grandsons and I prefer spinning equipment over bait casting.  In your opinion what's my best bang for my buck for a rod (length, action, lure weight and line size) and reel (line capacity)?  What size line would you recommend (braid and mono) and what size leader for all round fishing conditions in the Jacksonville area?
