Any tips on how to catch them. Starting From rod set up, bait, and tackle.

And what depth are they found mostly in. Also whats the best time to fish for them.

Depth depends on the time of year.  We catch a bunch on Gulp Alive 2" shrimp and a small 1/8 oz jig head or small hook.
